About this Position: 

The manager of Purchasing Operations Management (POM) provides leadership and tactical direction for the North American region shared services function encompassing requisition through payment settlement processes for the acquisition of indirect goods and services according to enterprise Service Level expectations (SLA’s). Department processes include supplier quoting, requisition to PO placement, invoice/payment resolution and vendor on-boarding and administration, and supplier performance management/dispute resolution. In addition to daily oversight of POM processes/systems, the POM department lead is accountable for procurement/corporate compliance management, adherence to/support of SOX controls and auditing, administration/monitoring of end user SAP/Ariba system access across the North American enterprise, and KPI/CSAT reporting. S/He works cross-functionally with internal NAIP departments, externally with Accounting/Finance, and the Global SAP/Ariba systems Center of Excellence to resolve systemic issues, identify and implement continuous improvement initiatives, and design processes that sustain contract/cost compliance through controls and category buying channels. As a department lead, s/he will acquire and develop talent comprised of associates and contingent staff positioned across six Honda facilities in North America, manage resource budgets, lead internal and cross-functional business strategies, apply LEAN principles, and advance technology, including process automation.

Responsibilities include:

Leads POM units in management and further maturation of processes, procedures and the implementation of technology designed to assure consistency, accuracy and compliance in purchase requisition, purchase order, order fulfillment, and invoice resolution functions, as well as to advance automation to reduce high-touch, low value processes.

  • Develops and aligns strategies contributing to effective spend management, cost savings / cost avoidance measures.
  • On-going evaluation of procurement best practices in support of company, division and department goals/objectives. Ensures continuously improvement of operational efficiency and throughput, including improvement of end user experience,  through development and execution of associate-led themes and initiatives.

Ensures Procurement Operations Management (POM) department mitigates company and commercial risk in accordance with company policies and controls (e.g. Indirect Procurement Governance Policy, SOX, Enterprise Controls, GSAP/Ariba system security access)

  • Directs and oversees designs and application of compliance check functions, including periodic audits, risk analysis, and risk assessment reporting to various Corporate Compliance and Management stakeholders.
  • Maintains/Administers/Monitors user access to Global SAP/Ariba systems for requisition and procurement-related transactions/business information
  • Accountable for P2P unit competency and buyer capability through training programs and functional oversight. Utilizes KPI’s and other operational performance metrics to identify opportunities and gaps; provisions necessary resources for development and improvement as needed.

Management and oversight of annual budget and budget preparation; development of strategy and establishment of overall program direction

  • Establishes and manages annual budget based on organization’s compliance strategy and direction; participates in the target setting process
  • Reallocates and realigns resources as needed considering workload drivers/volume and operational performance indicators/trends.

Leads Procurement Operations units and individuals, including associate development & mentoring, engagement, coaching, and fostering accountability.

  • Develops team(s) and talent with diverse capabilities while fostering personal commitment and excellence.
  • Sets example with ethics, work habits, adherence to policies and approach while fostering a positive work environment, including acknowledgement and recognition of associate contributions

Monitors POM progress according to measurement criteria/indicators, managing the operating units’ identification and clearing obstacles or development of alternatives; assures PDCA is conducted, and appropriate recovery plans and activities are implemented.

  • Maintains operational/customer service levels; implements action/recovery plans based on triggers
  • Utilizes annual POM CSAT feedback to identify strengths, identifies themes for areas of opportunity

Development of business plans and internal strategies; oversight and coordination to implement methods to achieve program objectives and monitor compliance

  • Development and management of vision, strategy and framework for daily activities including projects and plans; developing policies and programs; report progress of major activities; conducts PDCA, implementing recovery plans and redirecting as necessary to achieve control targets/KPI’s

Who we are seeking:

Minimum Educational Qualifications:

  • Bachelor's degree in business or closely related field or equivalent in procurement/supply chain experience.

Minimum Experience:

  • 8-10 years of progressively responsible experience of procurement or supply chain management.
  • Previous leadership of enterprise service-based organization and operations management required; leadership and development of teams and individuals; must include strategic planning and budget planning.
  • In-depth knowledge of Procure-to-Pay business processes and procedures, including commercial transaction governance requirements, audit/reporting, SOX concepts and controls

Other Job-Specific Skills:

  • Exemplary communication skills, using various channels (oral, written, presentations) to various internal and external audiences
  • Ability to collaborate with internal and external groups and individuals, effectively manage stakeholders, resolve issues, seek win-win solutions and/or achieving consensus
  • Advanced problem analysis, problem solving and decision-making capability
  • Solid computer skills including working knowledge of Microsoft Suite to include Word, Excel, PowerPoint, etc.
  • Familiarity with SAP, Ariba or major ERP system(s), with catalog administration knowledge.

  • Office environment + leading virtual/remote units and teams
  • Up to 5% Travel intercompany due to direct reports and teams deployed across multiple sites and geography
